(Yes, I'm aware that I just made a thread with the same name as a thread I've already opened. This will be for a different discussion, and I don't want the clutter of all of the other posts mixed in with the discussion of this new idea.)
Since thus far, support has been weak, at best.. I'm going to open this up.
What kind of RP do you want to see?
It seems that in my opinion, people don't want to sign up for this because it would be the same as something they've already played, and I'm basically denying them the capability to restart with the same stuff they had before. So really, provided that the ideas provided run with a national scale, and are not set in the same timeframe (Modern Day), I'm open to any ideas.
Alternate histories might be acceptable too, but those will be on a basis of how realistic they are.
The Old Rules, so that you might understand some of what I'm saying in the rules below.- Until a player has shown that they are incapable of posting battle reports without unrealistic outcomes, battle damage reports and in general battles will be RPed by the players themselves.
Once a person has been designated, and confirmed as incapable, their battles will have to be managed by a moderator. Even if it is a battle between two players, regardless of the second player's status, the entire battle will have to be managed by a moderator. - Unlike the previous war, there will be no rules over posting deployments to conflicts, and there will be no rules regarding how far into a country you can push.
Conflict deployments do not have to be posted in advance, however if you do not post any deployments, any troops or equipment used in a conflict will be treated accordingly. They will be less prepared than a force that actually prepared to deploy, and actually prepared for an operation. As a result an army unit being deployed to an area will be far more effective, and have more of an idea of what they are getting into, than an army unit being rushed to an area. This also applies to airstrikes, with reduced damages and effective rates due to less planning and intelligence. (Now as to classified deployments and preparations, you will still have to post these under a classified tag. Anybody who abuses OOC knowledge and reacts to this sort of deployment/preparation without just reason will have their posts nulled.)
Regarding how far into a country you can push, this will be monitored. Understandably, a country invading another by sea will not get as far as one invading another with ground units, and they will be slower than one invading with airborne units. Of course, with the increased speed, your strength behind your offensive will usually be decreased. So sure, you can make that attack on your opponent's capital way behind enemy lines, but it will be a suicide mission pretty much, because the entirety of their military will be moving in on your airborne troops.
Additionally, depending on the level of planning and how far your offensive ranges, you may be flanked and end up with a failed offensive. So yes, the rule does not exist any more, but instead its being replaced with a system where you can potentially set yourself up to screw yourself over in the long run.
My advice? Act like the rule still exists. Its much simpler this way. - Player vs. Player
The same rules from before will remain, wars of this kind will go back and forth between the two players (Unless one of the two players is under forced battle reports. Then both players will make a post with what their forces will do under a 'turn', and a moderator will come in and post a battle report accordingly with what has been posted.). Unless a player has informed somebody credible of their impending absence, the 3 day rule will still apply as well (3 posts spread over 3 days by one player attacking another player nation, said player nation will go NPC, and the nation will go into a normal NPC/PC war.) - Player vs. NPC
My basic rules regarding this, provided that you are not under the 'forced battle reports'? You can go about it as you wish, but keep it realistic, and no one day invasions (Unless its appropriate. I'm not going to force somebody to invade a micronation like Andorra/Luxembourg over the space of two-three days.). It would be preferred that even with the micronation invasions, that you detail your posts and make sure that you deal with some sort of resistance. They should not just up and join you with no problems whatsoever, unless they have been actually abused by their former country.
Much alike the Nation Bio template, it would be preferred if you use this format for posting your militaries, as much alike the nation bios, it is easier to read, and a hell of a lot more mature looking than a copy/paste of your military.
Now, this one will have variable levels. The following two posts will contain the optional portion, and the mandatory portion.
The mandatory portion is that you must post all major branches of service. You must account for all personnel that you have, and all pieces of equipment that you have. If you cannot find an exact figure, send me a PM or find me on the IRC channel and query me, and we will work something out based on the wikipedia article, or any information that you may have found. Do be aware that if any numbers are made up, it will be called out, and explanations will need to be made regarding the figure.
The non-mandatory portion is an extra organizational post that heads the entire thread. This will be explained in the next post.
It would be preferred if you use this template, as it is easier to read, and to understand, than the typical direct copy/paste of the wikipedia article. It is also usually easier to edit, because it doesn't include any information that requires complicated math to calculate. You can add anything that you would like to add to the format, but this is the bare-bones version of it. Should I decide to allow companies into the game, there will be a separate thread for that. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ QUOTE NATION NAME

Flag: (Find a flag, preferably one that doesn't make the page stretch.)
Capital:
Official Languages:
Government: (Rather simple really.)
*INSERT POLITICAL FIGURE NAME HERE*- (And keep on copying this for any other actually important positions in your government structure. We don't need the name of every waking senator, just the people towards the top of the chain.)

Area: (Square Miles or Square Kilometers. Extra points if you have both.)

GDP:
Currency:

Post any changes to be made to the world map here. I should know whether or not you have acquired any additional land, or any other changes like that, but I'm only human, and as a result mistakes will be made.
If you want a 100% guaranteed chance of getting your change implemented into the map, post the change, and a link to the thread that caused the change, in this thread. This thread will be the first place I check for map changes.
I'll also usually have a post with "Changes for Date" put up prior to an update, with a list of things that I recognize as necessary changes.
